I think you just want to specify --build, no?  
Why do you think config.guess has to be modified?

And if you want to set up to allow cross compiling, you can do that by
looking at DEB_HOST_GNU_TYPE, as suggested by Marcus Brinkmann

I still think that you can fix the "build" problem and leave "host" until later.
