I thought I wrote about it in the FAQ...  Basically, it's because
these are EEPROM cells, and the manufactured ``unprogrammed'' value of
any PROM is a `1' bit.  See, if you erase your flash, you'll get 0xff
as well, and then you're going to program those cells you need to a
`0' bit.
