This clearly shows that there is something particular in your build
recipe.

You should have given a pointer to your build recipe (since you are reporting
a problem upstream); it's not my job to go hunt for it. But I found it at
https://gitlab.archlinux.org/archlinux/packaging/packages/gettext

And, lo and behold, in this build recipe there is a patch that adds a
second declaration of noop_styled_ostream_create. This explains the
error.
