That was code that I wrote, and yes it is for Emacs 20.x only.
There was some discussion at the time it was released on doing something
similar,
when Emacs 21.x was released.
However there were plans to be compatible with the XEmacs way of loading
dynamic libraries - indeed somebody else made a start in that direction,
their work is here:

If this is still desired I'll love to work on it some more..
