Ahhh! So it does. It appears that Gerd added it the very day I asked
him about it... It just took me a few months to see emacs 21.1, and I
just never noticed. Sorry!

You're not missing anything, I did!
However, can we please define delete-frame-hook somewhere (frame.el)?
I can then test for it in my hacky compatibility version of gnuserv
until we come up with something better...
