I personally have never updated my git-cl repository... but I
think it would be foolish to say that that repo will never have
important bug fixes or nice new features.

That said, we could advise contributors to run
  cd /usr/local/git-cl
  sudo git pull
so that's not a problem.

Yes, go ahead and put them in /usr/local/.  I would still like the
git-cl in /usr/local/bin/  to be a symlink to the file in
/usr/local/whatever/git-cl/  though, so that the .../bin/git-cl
would be updated whenever somebody does a git pull in the repo.
