Oops!  I forgot to test the "make dist" tarball.

Something else is broken.  For some reason, "make dist" is leaving
"intl/" empty.  (It isn't obvious why... casual inspection of the
Makefile seems to be filling it up)

I'm not sure how to delete files from ftp.gnu.org either :/
