IRC Suggestion

Some GNU people run one or more IRC channel for their packages in a
variety of locations. There is a page on gnu.org [0] that is supposed
to list them but it's out of date and doesn't have them all. What about
including something in the maintainer guide along the lines of:

> If you have or maintain an IRC channel for your package and would like
> to have it listed on the GNU IRC page please send an email to
> maintainers@gnu.org with information about the name, location, and
> description.

This information could be used to populate the irc-rules page.
