Do you have substantive comments about the other portion of my email?

There is and has been a web page about the GNU Project's IRC channels
for over 14 years [0] so this isn't something new. There has been and
continues to be plenty of time to discuss the proper operation and
moderation of such channels in other contexts. I'd like to keep this
discussion on the topic of an update to the maintainer guide to ask for
the collecting and documenting the names, locations and descriptions of
the IRC channels for various GNU packages regardless of how they may or
may not be operated or moderated.
