The text on this page puts an inordinate amount of emphasis on "rules"
and on punishment of miscreants.    This is not the kind of atmosphere
we want people to associate with GNU.

Instead, we should change the text to something a lot more forgiving, and
to point to https://www.gnu.org/philosophy/kind-communication.html
