well, it seems clear the makeinfo -E should silently work as a macro
preprocessor, omitting as much of the usual checks as possible.

Unfortunately, this does not yet solve the problem enough to let us use
makeinfo --iftex in texi2dvi. For instance, texinfo.txi says this:
@tex
{\globaldefs = 1 \smallfonts}
@end tex
and thus makeinfo complains about misplaced braces when run with
--iftex. In general, it seems like virtually every error would need
protection from macro_expansion_output_stream.
This is not going to be the top of my list any time soon, but I've added
it to TODO.
