How about this:

1) print defun name in tt by default.
     (Thus -- in names will come out right.)
2) print defun args in sl by default.
     (Thus the literal text in groff can be distinguished.)
3) print @var{text} in defun args in ttsl.  (Thus if anyone has args
     that use --, for instance, they can get it to work.)
4) print @cite{text} anywhere, including defun names, in sl.
     (Thus Akim's book titles can come out in \sl and not \tt or \ttsl.)

I've just checked in these changes to texinfo.tex cvs, so you can try it
out in all your various documents.

Appended is what I used for testing.
