Recode may not decide how Texinfo is getting more international, yet it
should follow.
FYI (although you may already know this), at present, Texinfo has the
accent commands from plain TeX. That's it.

Going beyond that requires using different fonts, and despite dearly
wanting to do this for years, I have not yet done it. (And
unfortunately none of the patches I've seen are even remotely close
to an extendable general-purpose system.) And furthermore, it is
necessarily related to accepting 8-bit input. My brain is just getting
worn out, I guess.
For all my French works with Texinfo, my associate Laurent patched a
version of `texinfo.tex'
I remember Laurent sent me (also many years ago) some amazing patches
for African languages, which I still have in my queue. I don't remember
French, though. Anyway, can you send me this texinfo.tex? I know you
say it won't be general either, but I always like to look.
