I am not that surprised about ---, due to makeinfo's implementation.
But I am sure that @-commands are expanded in menu descriptions.  They
are used in many entries in texinfo.txi, for instance:

* titlefont center sp::         The @code{@@titlefont}, @code{@@center},

So logically, I think --- to -- translation should happen as well.  I
see no reason for it not to.  Consider it a bug in makeinfo.
