As far as I know, configure.texi does not exist in autoconf and never
has.  It was written by Cygnus (hence gdb/binutils) and doesn't seem to
have been updated in many years.  Much of it still looks somewhat
meaningful, other parts look obsolete.  Perhaps the right thing to do
there is ask the gdb/binutils maintainers to update it or (more likely?)
remove it.  Continuing to distribute it in its stale form doesn't seem
like a good thing.  If they prefer to transfer maintainership of the
document to autoconf or gnustandards, that could be considered.

It makes some sense for standards.texi to be installed by autoconf, but
not gdb/binutils any more, IMHO.  (It happens for the same historical
reasons as above.)  I suggest filing separate bug reports to ask
gdb/binutils not to do so any more.

maintain.texi is for the benefit of GNU maintainers and should not be
installed (except by individual people on their individual systems, if
they choose).
