Well, I do.

standards.texi is about conventions that GNU programs could/should
follow.  As it has turned out, and happily so, many non-GNU programs
like to follow some or all of those conventions.  So the audience for it
is much more than just GNU.

maintain.texi, in contrast, is about procedures to help GNU maintainers
in dealing with their packages and has essentially zero utility for
non-GNU people.

Now, whether autoconf installs standards is a separate question.  I am
agnostic about that.  My only point here is that I think it's reasonable
for standards to be installed and maintain not to be.
