People complain that they can't read through an Info manual by
pressing the up and down arrow keys like they can with Less, but at
least holding the down key will eventually bring them to a new node,
even though this is a suboptimal way to load the next node.  How can
we know that stopping the cursor at the bottom of the node will help
new users, and won't lead to more users getting stuck and giving up
because they can't work out how to get the next node?
