It seems to me it's better to keep them the same - Windows users will normally be using wincvs/tortoisecvs which both use cvsnt. Those users will send the cvs passwd command... it seems to me that creating an entirely different one will just confuse users.

OTOH I don't see the problem with supporting different feature sets (providing the basic 'change my password' functionality works, and that should be easy enough to arrange).
