​This is inaccurate.

The GNU Radio Live SDR image is an ISO image.  It can be burned to a DVD, which indeed does not have persistence, but the more typical way to use it is to create a bootable USB drive with a program like UNetBootin or Ubuntu Startup Disk Creator.  Both of these options have the choice to create a persistence area that will automatically preserve files created or changed during the use of the live image.
