If so, that's a pity.  I would have thought that GNURadio would have
been a perfect basis for this kind of thing, certainly code-wise, but
also because of the typical and widespread political leanings of most
GNU communities, which tend to favor individual freedom in preference
to state-sanctioned orthodoxy.
