thanks for your interest in GNU Radio. I sounds like you have just the right skill-set to really have fun here.

To answer your questions 1 and 2 I'd like to refer you to our wiki [1]. Check-out the page GSoCStudentInfo. Contact me if you have any further questions.
For Qt I personally don't have any specific recommendations (it's been a while since I learned it). But there is tones of stuff on the internet - even for using it from Python (PyQt5 is what we're using).
