You might expect that, but nothing under the present FDL can
be used in free software unless it's relicensed. FDL was not
designed for free software and has never been claimed to be a
free software licence, but it's surprisingly hazardous to free
software. This is one reason many debian developers and some
GNU developers are unhappy with FDL. For some others, please see
