Currently yes but that particular file is deprecated. Note that, if you really want to, you could configure your build to use "/usr/GNUstep/.GNUsteprc" as the conf file name.
Yes. base/Documentation/Base.gsdoc (I think I need to clarify it more)
More extensive docs pending.{I don't have a mini-ATA adaptor cable and my Wallstreet won't boot. Parts are aparently on the way so it shouldn't be too long.}
