Yes, it should.   This allows the theme to set that default when it's
active.   It's worth noting that, unless you do a clean build the
plist in the bundle will not be regenerated.  So, for those of you not
seeing the menus as they should be rendered, do a clean build of the
GnomeTheme and see if it works after that.
