TBH, I'm not sure that an explicit decision was made to leave the bug tracker on savannah.  I think we just left it there and didn't really discuss it.   The issue I saw was that it had the potential to cause confusion.   Normally, the bug tracker exists in the same place as the code.  Regarding the point about GNA and leaving the bugs on savannah at that time... I was actually LOOKING for a way to export the bugs and bring them to savannah... there was some discussion on that, I believe.
