I like both models.  With Fossil you have everything in one place and
you can follow the timeline to see wiki changes and perhaps tickets
(have tried it myself).  In the other model, where there is one tool for
each task, you can easier switch out components that you don't like.
And we don't have to move the code from git.  You can use Fossil
only as VCS as well, and have other tools for bug tracking/wiki.

I would, as the administrator, go with Fossil only because it is easier
to setup/maintain and you can give access to people in one place (and
users only need to visit one web page for everything). Easy to backup
and move around. From a security perspective the attack surface is
smaller. Also having everything in Fossil will decrease system load.
