Actually, if I remember correctly, there was a
fundamental-mode-abbrev-table, even before Emacs21. However, due to a
bug in the C code, it did not get set to the local abbrev table in
fundamental-mode. In other words, it was theoretically defined, but
invisible to ordinary users. Gerd fixed the bug in the C code.
