The vast majority of users of any software (not just Emacs) use
released versions, not CVS. Since one of the motivations for
contributing to free and open source software (especially for a
volunteer) is to help people, it's obviously a better idea to spend
one's time working on a project that actually makes releases, since
you would be helping more people.
