It's impractical to internationalize the docstrings; there's too much.
Internationalizing the menu-bar is doable.
It would be a lot of work, but that need not be an obstacle, because
it doesn't need to be complete to be useful. If a team of translators
adopts sensible priorities for which doc strings to work on first,
their work could be useful even if they have covered only 1% of the
doc strings.
