That was done weeks ago. This thread is about something else: quotes in diagnostics. It's not as easy to get diagnostics right, which is why we're having this discussion.
Maybe describing the specific user-visible improvements that this change will help to bring into reality would buy you more support.
I have no secret master plan for revolutionizing Emacs. I'm just trying to make improvements one step at a time. If it helps, I think diagnostics are the last major component of getting Emacs quoting to follow common modern practice (controlled by user preference of course).
