Either way, it's inappropriate, considering that so few backends support 
this. The only reason to have it is to try to preserve the feature that 
some users rely on.

vc-next-action has been a pretty bad idea for a while.

But in any case, it would be a part of vc-checkin, which is called by 
vc-next-action.
