Either way, it's inappropriate, considering that so few backends support this. The only reason to have it is to try to preserve the feature that some users rely on.
If this could be part of the vc-next-action "dwimish" framework, I think it would be fine to implement it as you describe.
vc-next-action has been a pretty bad idea for a while.But in any case, it would be a part of vc-checkin, which is called by vc-next-action.
