feedmail.el in the public domain?

I see that feedmail.el's header says:

    ;; This file is in the public domain.

and doesn't contain that usual GPLv3+ blurb (and link to the FSF).

While the file may have been in the public domain when we got it, lots
of people have worked on it since according to the `git log`, so I think
this should be changed.
Any objection?
