Considering WSL is getting more popular and sees some solid development these days, what are the odds that this is going to be our sole target on Windows, some years since?

Zero if you want to have proper integration of Emacs into the Windows (desktop and network) environment. The stated goal for WSL is development of cloud applications, so it is too isolated from Windows and WSL2 is making that isolation even stronger (by running a proper paravirtualized Linux kernel in a somewhat de-featured HyperV VM).
