Not to be a whistle-blower, but if that's a rule, then some GNU
packages deviate from it. Just two examples:
$ ld --help
...
Report bugs to <https://www.sourceware.org/bugzilla/>
$ gdb --help
...
Report bugs to <https://www.gnu.org/software/gdb/bugs/>.

We do that, at least most of the time.
