On GNU/Linux, or at least on my machine, they are the same family in
"emacs -Q" (Bitstream Vera Sans / Bitstream Vera Sans Mono).

Oh, I was so focussed on the x-height that I missed that you were discussing a
difference in the line height.
Do you observe this using the `C-h C-h' example? If yes, could the
explanation be some difference in how the :box attribute we set in
`help-key-binding' works on MS-Windows vs. on GNU/Linux? Just a guess.
