`min-width' currently doesn't support nested declarations, but it would
be possible to add that.  On the other hand, perhaps there should just
be another spec for doing that particular thing -- the monospacification
thing I talked about earlier.

The one wrinkle here, though, is that in this case, one of the
characters used here -- "%" -- is usually much wider than the "normal
character width", so ensuring no movement at all would mean that the "-"
would be surrounded by a lot of space.

But just making the "-" take up at least as much space as the "normal
character width" would be trivial.
