I am not sure which kind of "something" this refers to.  Formatting
capabilities?  Input syntax?

Since we want to take advantage of TeX to make beautiful printed
manuals, we will be limited to TeX's formatting capabilities.  But I think
they are more powerful than anything else.

The limitations of TeX's parser are things we could avoid, if we didn't
have TeX directly read the texinfo source code.
