FWIW, I don't think the fact that Emacs suffered from "the long lines
problem" is due to package maintainers not being able to clean up
their act.

I never bothered to try something like `synax-wholeline-max` in the past
because even in fundamental-mode long lines were a problem, so clearly
the motivation to fix this bottleneck wasn't very high.

The situation now is completely different.
We can now announce "Emacs is now finally fast even with long lines,
except in those few major modes that still misbehave", so the onus will
now be on the package maintainers to clean up their act, and we can have
a clear guideline for how to do that.
