I haven't reviewed the code yet (will do next days), but I believe we
could add this to the Tramp package. By this, it could be distributed
over ELPA as well, and it would profit from general Tramp improvements.
Well, you have specified a dependency from Emacs 23. Integrating it into
Tramp 2.5 (the recent ELPA version), would change this to Emacs 25. But
that shouldn't be a problem in practice I believe.
