I am still not aware what the problem is as it works on both Windows XP computers I own with no problems. Are you using the alpha23 win32 release?

Well, I think that might a be a problem with you system. The file properties show the icon is correct, so the install did its job. Try restarting the computer, and refreshing the desktop (right click > refresh ??)

I just downloaded the latest windows build (a23), and I haven't really gotten a chance to play it, but I saw the icon and it looks kinda weird. Here's a new one I made for a21 a while ago.
