see my other mail, but it goes like this:

for a changeset, stat category--branch--version
for a new version, stat category--branch
for a new branch, stat category
for a new category stat the top level archive dir.

this is much more flexible then just a global umask setting, in fact
the global umask setting simply won't work for what your wanting to
do. (unless your creating entirely different archives for each
permission model, which would be a clumsy limitation).
