No problem; there would be no =REPOSITORY file, so it would be treated
as an archive.

Sure it does; it's more structured and less manual.  So instead of users
having to have regexps for the various archive formats out there, and
people to manually update some archive list file when they add a new
archive, archives just become subdirectories of a repository.  No
regexps or list maintenance required.

We would special-case archive names ending in -MIRROR.
