Encouragement to rebuild the old archive with checksums using the
instructions in the HOWTO.

Aside from old archives, it's a warning-worthy condition worthy of a
LOUD warning.  In fact, if it weren't for old archives, it would
simply be an outright error (and might become so in a later release).
