Just to be clear -- it sounded to me like you had a version of diff
that _did_ handle no-final-newline-files correctly but that the
configure test was misreporting. Between releases there were some
head versions of tla--devo that could do that -- hence my suggestion
to try a later tla.

So it sounds like your original diff did not, in fact, handle the
no-final-newline case correctly.
