No. In CVS, HEAD refers to different things at different times.
For example in `cvs diff -rHEAD' it refers to the head of the current
branch. The inconsistency is really bad in CVS especially because many
people only use the trunk, which means that they're never exposed to the
difference, so the confusion is very widespread.

PS: The BASE special tag is also buggy in many ways (e.g. if you try to undo
a change with `cvs update -jBASE -joldrev' you'll probably not get what you
wanted, unless they've finally fixed this old bug).
