This is very similar to python's Python Enhancement Proposals (PEP)
http://www.python.org/peps/

PEPs are preferred to be in restructured text, which is a very nice
format, capable of producing HTML, but also readable in raw form.

One thing to keep in mind, is that these are supposed to be
"Implementations". Meaning someone has gone out and done it (at least in
some form), and thinks that it should be part of Arch standard. A great
idea, but certainly nothing that replaces the mailing list.

I think it is a decent way to officially document what is happening. It
is similar to RFCs, but with a little bit more flexibility.
