I think there are two types of recommended fixes, ones that are just recomendations, and true fixes made upstream and that eliminates any license problems.
IMHO, we must remark software that was corrected upstream, indicating from wich versions is fully free so there is no doubt.
As rms says, pencils have rubber.

It would still need an explanation saying in what version the fix was introduced, so it wouldn't be any different from what we have now. I don't see a need for a separate section (except maybe for software that has been fixed a long time ago and no longer an issue for most distros).
