Except, of course, that labor is not being dumped.

Dumping is selling something under the cost of producing it due to 
subsidies making it still profitable to do that. I seriously doubt that
the Indian government is subsidising the wages of Indian programmers
working for American corporations, and await your proof of this.

Note, dumping is not selling something overesas for less than it costs
to make overseas - that's just productivity. Dumping is selling
something for less than it cost you to produce.
