Quick update:

I've made a new python package and added the dll.  You can get it by
rerunning setup.exe, or fetch the dll right from

   http://www.lilypond.org/gnu-windows/windows/python/

and gunzip it.

It seems that all people that tested the lilypond releases for windows
had had python installed before; it also seems that python's uninstall
doesn't remove the dll.  Duh.
