No (ofcause not!). It is distributed as a binary through cygwin's setup
program,
must as there are binary linux rpms. Both binary and source are
available there, as required by RMS/FSF.

There is a thread on this. The latest one in the thread says that gnugo
is now available through cygwin's setup:
